Advisory: The Healthy Dog Importation Act (HDIA) HR 4239/S. 2597

NAIA Urges USDA-APHIS To Prioritize Dog Import Oversight Under New Strategic Plan

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) is in the process of developing a new strategic plan to guide the agency’s work over the next five years. As part of their process, APHIS requested comments by July 31, 2022 from interested stakeholders on the framework of the draft plan. The agency expects to publish the strategic plan later this summer.

I am writing you to let you know that the National Animal Interest Alliance (NAIA) submitted comments to APHIS encouraging the agency to prioritize dog import oversight as part of its five-year plan. To underscore the threat of foreign disease introduction and spread, NAIA also supplied the agency with a memo showcasing specific cases and disease outbreaks linked to imported dogs.

As part of our commitment to strengthen the federal oversight of dog imports, NAIA continues to work with Congressional leaders to advance the Healthy Dog Importation Act (H.R. 4239/S. 2597) and secure adequate resources for APHIS through the annual appropriations process.

Earlier this year, NAIA was joined by nearly a dozen national animal health, veterinary, livestock, and pet stakeholder organizations urging Congress to continue federal funding to safeguard animal and public health through stronger oversight of imported dogs. This request for stronger interagency coordination and funding comes on the heels of Congress providing $1 million in the FY 2022 Omnibus Appropriations Bill to bolster USDA’s actions to prevent the transmission of diseases, parasites, and pests into the U.S.
