Oregon Initiative Petition 28 Fails to Qualify for Ballot

 

PORTLAND, OR, UNITED STATES, July 27, 2026

Oregon Initiative Petition 28 – an animal rights proposal that would have put an end to hunting, fishing, animal agriculture, dog breeding, research, and numerous other commonplace activities in the state – will not make it to this year's ballot, as it did not acquire enough valid signatures to qualify. This is the initiative's third failed attempt to get on the ballot.

Patti Strand, NAIA President and Co-Founder, said in the following statement: "Despite IP 28's well-funded campaign and army of paid petition gatherers, Oregonians once again showed common sense in keeping the initiative off this year's ballot. However, this is the closest the initiative has come to qualifying for the ballot so far, and its supporters promise to be back – a promise they will definitely keep. For us, this is a call to do more than simply oppose radical animal rights legislation when it appears, but an opportunity to get ahead of it before it takes a foothold. It is vital we work together to educate the public on the key differences between animal welfare and animal rights, while promoting the agricultural and outdoor traditions that mean so much to everyone."
