The activists pushing AB 1634 claimed that the bill was necessary to reducing shelter intakes and euthanasias and used a mildly simillar ordinance passed in Santa Cruz County as their proof that mandatory spay neuter laws work. The law was not similar enough to prove anything, but in addition, if the ordinance had any effect at all it was negative. Bill proponents offered a graph to show improvements, but when the numbers were examined, it turned out that their numbers didn't coincide with any official data, or even unofficial data that anyone else could find. It was as though the numbers were plucked from out of no where.
